This case involved an appeal of an arbitration decision granting the claimant only a portion of a partial commutation rather than the full amount sought in the petition for partial commutation. The issue on appeal was whether it was in the claimant’s best interest to receive the full amount of the partial commutation of his prior permanent total disability award as requested in his petition for partial commutation. The Workers’ Compensation Commissioner reversed the award of a portion of claimant’s requested partial commutation and awarded the full amount requested by claimant in his petition for commutation.
